By monitoring the stores would manipulate expiry dates on the cartons by replacing chips.
Trading is cosmetic mark-up and hence "cosmetic cheating" by appealing value addition which may not be there by objective perception.
If they are armed with such realtime measures they would withdraw and reassemble stocks progressively manipulating expiry dates and prices.

Laws should be in place before implementation.Even laws cannot protect if strong criminal action is not taken as a deterrent measure
